On Wednesday, May 6th, The Minister of State of Qatar, H.E. His Excellency was appointed The Minister of State in 2023. Prior to that, he was the Assistant Foreign Minister for Regional Affairs from 2022-2023. Dr. Al-Khulaifi received his Bachelor’s degree in Law from Qatar University and earned his Master’s and PhD degrees in Law at the University of California, Berkeley. Dr. Alpaslan Özerdem, Dean of the Carter School, expressed the value and importance of His Excellency’s visit, noting “Qatar has become a key actor in international mediation, demonstrating the value of sustained and principled diplomacy in addressing complex conflicts. For the Carter School community, this is a unique opportunity to hear directly from H.E. Dr. Mohammed bin Abdulaziz Al-Khulaifi and learn from practice at the highest level.”
